Founded in 1995, evalSolutions (formerly known as Partners in Evaluation & Planning) is a woman-owned company located near Baltimore, Maryland. evalSolutions president, Dr. Kathleen Dowell, brings over 17 years of research and program evaluation experience to the company’s client centered approach to program evaluation.

Every evalSolutions project is custom designed to meet the unique needs of each client and program. We often use a combination of qualitative and quantitative methods to collect the data that is needed to answer clients' most important questions about their programs. Our work is designed to be in keeping with our philosophy that evaluation should serve the needs of the client and should provide clients with information they can use to make informed decisions and improve the programs to which they are so dedicated.
